农村公共物品供给的制度缺陷与政府责任探析

农村公共物品有效供给是解决三农问题、建设社会主义新农村的重要手段。现行农村公共物品供给的制度缺陷和政府责任缺失导致农村公共物品供给不足,不仅降低了农民生活质量,而且成为农村经济发展的制约因素。政府作为农村公共物品供给的责任主体,应发挥政府的主导作用,履行农村公共物品的供给责任。统筹城乡公共物品供给,加强农村重点领域的公共物品供给,促进城乡协调发展;构建以政府为主体的多元化农村公共物品供给主体结构,明确中央和地方政府的供给责任划分;改革农村公共物品供给自上而下的行政决策机制,建立民主、科学的自下而上的农民需求表达机制,保证农村公共物品有效供给;健全农村公共物品法律保障机制,使农村公共物品供给制度化、法律化。

Research on System Defects and Responsibility of the Government about Rural Public Goods Supply

The effective rural public goods supply is an important way to resolve "Three Rural Issues" and build a new socialist countryside.The system defects and responsibility deficiencies of existing public goods supply not only reduce the life quality of the peasants,but also constraint the rural economic development.The government bears main responsibility on the rural public goods supply,thus it should play the leading role to fulfill the responsibility: maintain the urban and rural public goods supply;strengthen the urgent fields' public goods,and promote urban and rural coordinated development;diversify the supplying body and make a clear responsibility between the central and local governments;reform the traditional top-down decision-making mechanism to the democratic and scientific bottom-up mechanism and strengthen the legal protection mechanisms so that the supply of public goods in rural areas become institutionalize and legalize.
