转型期经济结构调整中的社会分配问题初探

社会财富(生活资料)在社会成员中的分配,当前出现过分不公平的问题值得研究。它对经济发展产生负面影响,并孕育着社会不稳定的危险。究其原因,既有经济结构调整方面的问题,也有体制性、政策性的问题,后者比前者更重要。经济结构调整必将继续下去。因此,必须加强在分配上的宏观调控,用法律、政策、行政、经济等手段,贯彻在生产上效率优先、在分配上照顾公平的方针。特别要关注处于低收入状态的弱势群体,逐步实现高低收入两头小、中间大的分配模式。

On Social Distribution in the Reformation of Economic Structure

There has been unfair material distribution in society. This would produce negative and unstable effects on society. The causes for the unfairness are due to economic structure,adopted systems and policies. The latter is more important than the former. So legal,regulative,administrative and economic measures must be taken to ensure fairness in the distribution,especially to the weak and poor, and gradually increase the number of people with middle incomes and reduce the top and bottom.
