| 摘 要： | 大力推进小型农田水利建设、积极发展牧区水利、加大农村水电建设力度、开展农村河道综合治理等是我国水利投资和发展的重要任务和目标。分析了我国农村水利项目的现状,提出PPP模式是发展农村水利项目的有效途径,并对该模式应用中的优势与劣势、机遇与挑战进行深入研究,在此基础上提出适合我国农村特点的PPP基础模式及战略联盟拓展模式,以期实现农村水利事业的跨越式发展。

| Abstract: | Construction of small irrigation,development of water conservancy of pastoral areas,construction of rural hydropower and comprehensive management of rural river have been the important tasks and objectives of the water investment and development in China.Firstly,current status of rural water projects has been analyzed in this paper,and then the PPP model is putted forward as an effective way of development of rural water projects.In-depth study of the strengths and weaknesses in the mode of application,opportunities and challenges has been done.On this basis,suited to China's rural characteristics of PPP based model and strategic alliances to expand the model to make modest,to realize leap-forward development of the rural water conservancy. |
