论当前我国的行政道德建设

当前 ,在我国加强行政道德建设 ,对于完善道德规范、加强职业道德建设和实施“以德治国”都具有重要的现实意义。在社会转型时期 ,我国的行政道德建设出现了民主观念普遍增强、平等观念渐占主流、创新观念明显提高、竞争观念广为接纳、效率观念蔚然成风等可喜变化 ,但也存在着行政道德作用失效、主体地位失落、行为失范等问题。要推进我国的行政道德建设 ,必须坚持以邓小平理论和江泽民“三个代表”思想为指导 ,以实现集体主义原则与市场经济观念有机结合为基本取向 ,建立和完善教育机制、激励机制、考核机制、保障机制、约束机制和监督机制等运行机制

On China's Current Administration Ethics Construction

Nowadays, it has important and practical significance to strengthen our administration ethics construction in improving our ethics, enhancing professional moral construction and carrying out the principle of governing the country by ethics. In the transforming period, the popularization of democracy, equality, innovation, competition and efficiency have become the order of the day in the administration ethics construction of our country. However, problems like invalidity of administration ethics, failure of its dominant status and disorder of its behavior are still existing. In order to propel our administration ethics construction, we must take Deng Xiaoping's Theory and Jiang Zemin's thought of "Three Represent's" as our guide, realize the close combination of collectivism and market economy and establish and perfect our operation functions of education, ecouragement, assessment, security, binding and supervision.
