| 摘 要： | 我国现行的土地征用存在严重的资源浪费及对农民利益的保护不足。其根本原因在于农地产权无法有效执行,政府权力欠缺有效制约,容易滋生政府及官员个人的寻租行为。要改变这一状况,必须有效地界定和保护农地产权,严格规范政府行为,遏制官员寻租。

| Abstract: | In our land requisitions there is a serious waste of resources and inadequate protection for the farmers' rights.The fundamental reason is that agricultural land property can not be effectively implemented,and the lack of effective control of government authority.It results rent-seeking of government and officials.To change this situation,we have to define and protect agricultural land property rights effectively;and regulate government behavior strictly by law. |
