| 摘 要： | 加入WTO、农村税费改革和工业化的加快等多方面的原因,使小型农田水利投资主体缺位,投入不足,严重影响了农业的进一步发展。结合小型农田水利设施的特点,农户是其最有效的投资主体。当前环境下,政府应通过土地制度、金融制度、产权制度以及农业保险等多方面的创新来加快小型农田水利建设。

| Abstract: | The factors of the entry into WTO, rural tax reform and the industrialization acceleration lead to the fact that the small-scaled farmland water conservancy works lack subject and investment, which seriously influence the further development of agriculture. From the features of the small-scaled farmland water conservancy works, we know farmer households are the effective investment subjects. In such situation the government should concentrate efforts on the innovation of land system, financial system and ownership system to quicken the small-scaled farmland water conservancy construction. |
