关于推进农村综合改革的思考

农村综合改革是农村税费改革的延伸和深化。农村综合改革不仅是涉及经济领域的改革,而且是涉及政治、社会、文化等领域的改革,也必将是一次重大的制度创新和社会变革。因此,全面推进农村综合改革,不仅可以巩固和发展农村税费改革取得的已有成果,从根本上消除农民负担反弹的隐患,还可以从根本上解决城乡二元结构的矛盾,从制度上建立和完善长效管理机制,促进城乡尽快走向一体并和谐发展。

Reflection on Promoting the Integrated Rural Reform

The integrated rural reform is the extension and deepening of the reform of rural taxes and fees.It involves not only economic reform but also political,social and cultural reforms;therefore it is a major institutional innovation and social change.For this reason,promoting the integrated rural reform is necessary and essential to the functions of consolidating and developing the obtained achievements in rural taxes and fees,eliminating the hidden danger from burdens on peasants rebound,solving the discrepancy in dual urban-rural economic structure,forming and improving the long-term mechanism institutionally,speeding up the harmonious development of both urban and rural regions and finally realizing the harmonious integration.
