中国可再生能源发展目标及实施效果分析

发展可再生能源是消除农村能源贫困、保护生态环境,替代化石能源、改善能源结构,发展和完善具有自主知识产权的可再生能源产业、增加能源供应的重要途径。中国制定实施了《可再生能源法》等一系列法律法规,并且采取了施行优惠电价、减免税、贷款贴息、财政补贴、国家财政直接投资等经济激励措施支持可再生能源发展。尽管中国的可再生能源发展存在实际利用不充分、利益相关者的损失没有得到相应补偿、项目建设规模偏大、生产成本偏高、国有企业非理性竞争等问题,但迅速发展的可再生能源为中国消除农村能源贫困发挥了至关重要的作用。另外,可再生能源产业的支撑作用逐渐增强,为大规模利用可再生能源奠定了一定的基础。在改善能源结构方面,可再生能源发挥的作用有限。
