| 摘 要： | 高新技术开发区已成为中国自主创新的重要载体,对经济发展起着关键的支撑作用。选取企业数和从业人员数为投入变量,以工业总产值、出口创汇额以及利税总额为输出变量,运用数据包络分析方法对中国高新技术开发区的技术效率、规模效率和纯技术效率进行了评价,结果显示:1998-2012年高新开发区整体的技术效率、规模效率和纯技术效率呈增长趋势。同时,通过对中国高新开发区主要指标数据进行向量自回归分析,建立了中国高新技术开发区发展的主要指标的预测模型,为高新技术开发区经济计划的制定提供政策依据。

| Abstract: | High-tech development zone has become an important carrier of independent innovation ,and plays a key role for the economic development .The number of enterprises and employees were chosen as the input variables ,total industrial output ,export volume and total profits and taxes were chosen as output variables ,and the data envelopment analysis was applied to evaluate the technical efficiency ,scale efficiency and pure technical efficiency of Chinese high-tech development zone .The results showed that the indicators of the technical efficiency , scale efficiency and pure technical efficiency of the high-tech development zone have increased during the period of 1998-2012 .Meanwhile the regression model of the main indexes of the high-tech development zone was established in the paper by using the main indicators data to provide policy support for making economic plan of high-tech development zone . |
