伴随着近代“西风东渐”的进程 ,西方的社会救济思想及制度开始传入中国 ,引起中国传统社会救济思想的变革。清末民国思想界从“民有”“民享”的近代意识出发 ,批判了传统“宗族救济模式”的狭隘性和“视民若子”的局限性 ,强调“救人救彻”的救济理念和“以教代养”的救济原则 ,并试图结合中西社会救济思想主张 ,构建新的社会保障体系。近代中国社会救济思想的勃兴与发展使中国传统社会救济思想发展到一个新阶段

A Discussion of Social Relief Thinking in Modern China

From the middle nineteenth century to the middle twentieth century, with the eastward spread of Western culture, Western social relief thinking and system began to spread to China, which provoked the transformation of the Chinese traditional social relief thinking. Starting with the modern thinking of the people's possession and the people's enjoyment, the thinking circles of the late Qing Dynasty and the Republic of China criticized Chinese traditional parochialism of ancestral relief and limitation of regarding the people as his children, stressed the thinking of relieving people thoroughly and the principle of substituting education for provision. And they tried to synthesize Chinese and Western social relief views and build a new system of social security. The vigorous growth and development of social relief thinking in Modern China brought Chinese traditional social relief thinking to a new stage.
