| 摘 要： | 在公共行政体制下,政府增长无论是公共支出增长、政府机构膨胀、政府雇员增加还是政府立法增多,反映的都是政府公共权力的增长.政府公共权力的增长扩张了公共利益的范围,扩大了政府提供公共物品能力及社会监管力量.政府增长体现的是一种秩序性力量的增长,它与市场成长共同根植于经济活动的日益专业化中,两者存在着内在关联.政府增长促进了市场成长,进而也推进了经济的持续增长.
