两岸大学内部治理结构之比较——基于大学章程的视角

大学章程是大学治理的基本依据，对大学内部治理至关重要。通过对《吉林大学章程》与《台湾大学组织规程》内部治理结构和要素的比较，发现在校长选任与权责、学生权利与权力、内部决策的程序等方面存在诸多差异，对其进行分析比较，有助于大陆借鉴先进经验，完善大学章程并发挥其应有的作用。

Comparison of Cross-strait University Internal Governance Structures:a Perspective of University Statutes

The University statute, as the fundamental basis of university governance, plays an important role. With the texts of Jilin University statute and National Taiwan University Organizational rules as the study objects, the paper compares their internal governance structure and elements, and finds that there are many differences in the following aspects： the principal selection and responsibilities, students＇ rights and powers, and internal decision - making procedures. It gets some useful enlightenment, which could offer advanced experience to improve statutes of mainland universities.
