新闻执政——公共权力对媒体的驾驭能力

新闻执政是指执政党和公共权力的行使者——政府通过新闻媒体向人民群众宣传自己的执政理念、大政方针、路线政策乃至具体行政行为的一种活动方式。因为政府行使的公共权力不仅仅是一种政治统治权，更是政府受人民的委托，向社会公众提供公共产品和公共服务以服务社会的责任。新闻执政的本质，一方面是让人民群众通过新闻媒体来了解执政者是不是做到了“立党为公、执政为民”，以实现人民群众的知情权；另一方面，人民群众通过新闻媒体对政府部门和政府工作人员的不良行为提出批评和揭露，从而体现“一切权利属于人民”这一宪法原则和“全心全意为人民服务”这一立党宗旨，以实现人民群众的监督权。
