反贫困视角下内蒙古农牧区医疗救助体系的构建与完善

因病致贫、因病返贫是我国农村贫困的主要原因之一。内蒙古农牧区存在着贫困面大、贫困发生率高等区域贫困特点。对贫困人口实施医疗救助有助于提高贫困人口医疗卫生服务的公平性和可及性，保障贫困人口最基本人权，减断因病致贫的循环链。当前内蒙古农村医疗救助仍存在一系列制度缺陷，只有建立规范化的医疗救助运作体系并完善其他配套改革才能改善农牧民贫困人口的健康状况，减少因病致贫返贫，促进社会公平，构建和谐稳定内蒙古。

Establishment and Improvement of Medical Assistance System in the Rural and Pastoral Areas in Inner Mongolia in the Perspective of Anti - poverty

Poverty caused by illness is a major reason for the poverty in China＇ s rural areas. There are large poverty areas and high incidence of poverty in the agricultural and pastoral areas in Inner Mongolia. To give medical assistance could help to improve the fairness and accessibility of the health service for the poverty - stricken people, to protect their most basic substantive rights ,and break the endless chain of poverty caused by illness. At present, there are still a series of systematical deficiencies in the rural medical assistance systems in Inner Mongolia. Only if a standardized systems of medical aid are established and the supporting reforms are taken,the health conditions of poverty -stricken people can be improved, the poverty caused by illness can be reduced, the social equity can be promoted, and the harmony and stability in Inner Mongolia can be created .
