改革开放30年来,北京逐渐成为全国流动人口的主要聚集地,北京市流动人口政策经历了从社会排斥到社会融合的演变过程。由于北京市流动人口融合政策刚刚起步,流动人口的社会融合处于低水平阶段。因此,在全面建设小康社会的新时期,提高流动人口的社会融合水平成为北京市流动人口服务管理的基本目标。建议重点排除流动人口的融合障碍,保障流动人口的合法权益,并加强流动人口融合政策的监管和全国性协调,提高流动人口管理服务水平。
