| 摘 要： | 针对从运输领域角度,将公路项目经济效益划分为直接效益和间接效益存在的缺陷,从公路项目对运输需求满足的影响程度的角度,将公路项目经济效益划分为直接效益、条件效益和间接效益。这种划分方法能真正体现公路项目建设的根本目的,即为了满足整个社会的运输需求,体现公路基础设施的基础性、公共性,真正识别公路项目带来的不同效益,从而有利于科学评价公路项目带来的经济效益。
