专业合作基础上发展资金互助：SWOT分析及其战略选择

目前农村资金互助社任重道远却发展缓慢,于是专业合作基础上发展资金互助的模式悄然兴起。SWOT定性和定量分析结果表明：相比一般的农村资金互助社,专业合作基础上发展资金互助模式具有离金融需求更近、能克服信息不对称、两种合作互相促进、套用专业合作社扶持政策、范围经济等内部优势与专业合作社已蓬勃发展、国家高层认可、农业银行面向三农等外部机会,应进一步推动该模式的发展;但同时该发展模式也存在一定的内部劣势与外部威胁,要因地制宜且立足服务内部社员,互助资金需封闭运作,有条件的地区可以尝试建立二级资金互助网络和垂直合作金融安排。

Developing Financial Assistance Based on Professional Cooperation: SWOT Analysis and Strategic Choice

In China,the development of rural financial assistance is very slow and still has a long way to go.In the mean time,financial assistance based on professional cooperation is rising.The results of qualitative and quantitative analysis of SWOT show that: Compared with ordinary rural organizations of financial assistance,the financial assistance based on professional cooperation is more convenient to the financial needs and has more abilities to overcome information asymmetry,and it also has certain internal advantages like:two kinds of cooperation promoting each other,applying support policy and economies of scope of professional cooperatives.Meanwhile,its exterior opportunities are manifested in the following aspects:fully developed professional cooperatives,approval from high level authorities and the help to rural areas offered by the Agricultural Bank.This model should be further developed.However,it has some internal weaknesses and external threats.We need to build a system that serves the professional cooperatives’ members and makes close operation of mutual funds.At the same time,in the regions where conditions permit we may try to establish two level mutual funds networks and vertical cooperative financial arrangements.
