| 摘 要： | 北京废品收购者群体是社会经济体制变革过程中的产物,是社会转型时期社会就业结构中的一个重要组成部分。北京市废品收购者群体具有以河南进城务工农民为主要来源、以中青年为主、两人以上为组合单位、对工作比较满意、游离于制度之外、主动与当地人接近、工作相对自由以及受到不同程度的歧视等八个基本特征。只有正确认识这一群体,制定出行之有效的法规制度才能对其进行科学的管理和监督,才能够更好地促进其在城市化进程中发挥积极作用。
