| 摘 要： | 探究农民参与新型农村合作医疗监管的影响因素、内容及形式,对全国263个试点县（市）经办机构人员进行函调,对安徽省岳西县、绩溪县、南陵县和宁国市新型农村合作医疗的利益相关人进行了定量与定性相结合的现场调查。认为农民参与新农合监管的影响因素主要有农民自身的文化与能力、时间以及是否有政策的支持;农民参与监管的内容主要是补偿方案、补偿与报销情况、医疗机构收费情况及基金使用情况;监管的形式为举报电话、意见箱及村民委员会,监管的组织形式为新农合监督员制度。

| Abstract: | The paper aims at researching into the contents, forms and influencing factors of farmers'participation into the supervision of New Rural Cooperative Medical System (hereinafter NRCMS). Through correspondence inquiries of the NRCMS work staff in some 263 pilot counties throughout China, the paper conducts quantitative and qualitative spot investigations among the NRCMS beneficiaries from Yuexi County, Jixi County, Nanling County and Ningguo City in Anhui Province.
