社会保障水平与产业结构调整的适应性分析

在参考社会保障水平发展系数的基础上,首次提出用社会保障水平产业适应性系数（CSI）分析我国社会保障水平增长与产业结构调整间的适应性,并对几个发达国家和我国社保水平产业适应性进行了实证分析。经比较发现我国的CSI系数较低且变化幅度大,指出我国社会保障制度并没有为所有人提供合理而有效的保障。因此,我国在吸取西方发达国家的经验教训,合理控制社会保障支出增长的同时,也要为应该得到保障者提供必需的保障,使社会得以和谐发展。

Analysis of the Adaptability of the Level of Social Security and Industrial Restructuring

Based on the index of social security development, this paper introduces the social security industry adaptation index （CSI）. We analyze several developed countries and China＇s adaptability of the social security level and industry restructuring. In China, the change of the CSI is large. Meanwhile the CSI is relatively low compared with some other countries. Therefore, this paper proposes that the distribution of the social security system in China is not reasonable. China should change the mechanism, and provide reasonable and effective security for the people in genuine need. Lastly, we should learn from Western countries＇ experiences and lessons in controlling the growth of the social security expenditure, but also provide necessary security for those who need,and accelerate the development of the society.
