摘    要:
国有土地有偿使用制度的核心问题就是土地使用权的租金问题。国有土地使用权出让和国有土地租赁作为国有土地有偿使用的其中两种方式,其租金基于法律规定的不同而具有不同的内容。这两种不同形式的土地使用权租金制度,对我国国有土地有偿使用制度和我国土地资源的可持续发展产生不同的影响和作用。因此,应当建立国有土地租赁制度,逐步减少国有土地有偿出让。

Abstract:
The core issue of the compensated assignment of state-owned land system is the problem of land-use right rent. The transfer of right to the use of state-owned land and the lease of right to the use of state-owned land, are two different forms of compensated assignment of rights to use state-owned land. These two forms have different effects on the system of compensated assignment of rights to use state-owned land and on the sustainable development of China's land resources. Thus it is necessary to establish a scientific state-owned land lease system and gradually reduce the state-owned land compensated transfer.
