| Abstract: | The economic theory of the human capital externality is introduced in this article.Based on the characteristics of property right of human capital probed,this paper indicates that the clear property right is not only a method of internalizing the human capital externality,but also a premise,which is determined by the characteristics of property right of human capital. |
