云南省食品安全监管效率评价指标体系构建

摘    要:国内外学者对食品安全问题的已有研究主要侧重于现状、原因、策略和方法等方面,而缺乏政府监管视角下具有区域特征的食品安全监管效率评价指标体系的构建。就云南省食品监管现状而言,存在法规不健全、惩治力度小,经费缺口明显、检测能力弱,监管体制机制不完善,特色食品管制存在盲点等问题。可依据科学性、系统性、可操作性和可比性、导向性原则,结合已有研究成果和云南省食品安全监管成效,通过系统认知“监管主体—利益相关者—监管客体”三者关系,采用五级李克特量表法进行指标体系筛选,构建一个包括19个投入指标和5个产出指标的评价指标体系。该评价指标体系为云南省食品安全监管工作的有效开展提供了理论借鉴,并为该项指标体系的进一步完善奠定了技术基础。

Abstract:The domestic and overseas experts and scholars have studied food safety issues for many years,but there is still a lack of research done from the perspective of government supervision and combined with regional characteristics to construct the evaluation index system of food safety supervision efficiency.In this paper,based on the principles of selection index system,cognizing the subject,stakeholders and the object of supervision,we com-bined the research result and the project team’s investigation of food safety supervision effect in Yunnan Province to construct an evaluation index system.This system comprises 19 inputs and 5 outputs.The team hopes to provide theoretical reference for the effective implementation of food safety supervision in Yunnan Province.
