韧性乡村规划中公共卫生事件应对指标构建研究

2020年新冠肺炎疫情的爆发,引发了学者们对突发公共卫生事件的关注与思考。乡村的应对体系相较于城市而言更为脆弱且不够完善,致使突发公共卫生事件对乡村人民的生活、健康等产生了更为深远的影响。对乡村进行韧性规划,建立突发公共卫生事件应对指标评价体系可以有效提升乡村应对突发公共卫生事件的能力。相对于物资、救治以及社会管理,疫情期间高效的防控管理能够有效提升乡村韧性并减缓突发公共卫生事件给乡村带来的冲击。在防控管理的基础上,有序协调后三者之间的关系对乡村应对突发公共卫生事件具有重要意义。

Construction of Public Health Event Response Indicators in Planning Resilient Countryside

The outbreak of COVID-19 in 2020 has led many scholars to pay more attention to and think over public health emergencies.The response system in rural areas is more fragile and inadequate than that in urban areas,causing the emergencies exert a more profound impact on the lives and health of rural people.In planning resilient countryside,it is necessary to establish an evaluation system for public health emergency response indicators,which can effectively enhance the capacity of rural areas to respond to the emergencies.Compared with materials,treatment and social management,the prevention and control during epidemic period can more effectively enhance the resilience of rural areas and reduce the impact of the emergencies.Besides,it is necessary to coordinate the relations among materials,treatment and social management,which is also of great significance in responding to the emergencies.
