基于层次分析法的高校党政领导干部素质能力评价研究

摘    要:高校党领导干部素质能力评价是高校领导干部队伍建设的重要环节,通过对高校党政领导干部评价体系进行研究,提出了一项包含领导理论、干部考核、绩效评估、专家评价等内容的高校党政领导干部2个层次、5项特征、17个具体指标的评价指标体系,根据层次分析法设计了指标权重,并通过案例分析,将所构建的党政领导干部评价体系应用于具体工作实际。

Research on the Evaluation of Quality and Ability of Party and Government Leading Cadres in Institutions of Higher Learning Based on the Analytic Hierarchy Process

Abstract:The evaluation of quality and ability of Party and government leading cadres in institutions of higher learning is an important link in the team construction of university leading cadres. This paper,through the study of the evaluation system of Party and government cadres leading cadres,puts forward a evaluation index system of 2 levels,5 features and 17 specific indicators containing the contents of leadership theory,cadre assessment,performance evaluation and expert evaluation,designs the index weight according to analytic hierarchy process,and through the case analysis applies the party and government leading cadres evaluation system constructed to specific work practice.
