我国地方政府质量管理的障碍因素及其优化原则

摘    要:
服务型政府的建立需要对政府进行有效管理,质量管理成为政府提高效率的重要方法。当前我国政府质量意识的缺乏、政府机构规模过大和政府现有管理体制等因素阻碍质量管理在地方政府部门的应用,推进地方政府质量管理需遵循顾客满意原则、全员参与原则、全过程控制原则和持续改进原则。

Abstract:
Establishing a service-oriented government need to carry out an effective and efficient management on government internal. Quality management becomes the law of the first choice to enhance government efficiency. In China, the lack of sense of government quality, the large scale of government agencies and government's existing-management system and other factors restricted the implementation of quality management in local government departments. In order to promote the local government quality management, we must follow the principles such as customer satisfaction, involvement, the whole process control and continual improvement.
