政府转型与东北振兴

最近在关于东北振兴的讨论中有一个比较广泛的共识,即东北振兴的关键是改善经济社会发展的大环境,而改善经济社会发展大环境的首要因素是政府转型.东北振兴,凸显政府自身建设与改革的重要性.在东北振兴中强调由经济建设型政府向公共服务型政府转变,更有着特殊的意义.政府转型重要的是两个方面:政府理念的转变,在现实的经济社会条件下,政府必须以公共服务为中心,实现公共政策的转型,才能为全国以经济建设为中心提供制度保障和社会保障;要形成改革的大环境,营造改革的氛围,这样才能为政府转型提供不断的动力.

Government Transformation and Rejuvenation of Northeast China

Recently, a broad consensus has been reached that the key to rejuvenating the old industrial base in Northeast China is to improve the present social-economic climate for development and, in turn, the improvement depends on the transformation of the government. In other words, reforming or rebuilding the government is of paramount importance to rejuvenating Northeast China. It is particularly important to promote the government to turn to public service orientation from economic development orientation. On the one hand, the mission of the government should be reformed on the current economic and social conditions to make sure that the public service will be its most important function with relevant policies reformulated to provide social and institutional guarantees for the economic development as the whole nation's central work. On the other hand, there must be a favorable social environment in which the necessary motive force can be provided for the transformation of the government.
