论甘肃农村实现“两个转变”的几个问题

本文从农业生产条件和土地生产力、引水工程、农业科技推广、乡镇企业、市场规则、农产品商品化程度、信息和农民文化素质等方面对甘肃农村实现“两个转变”的具体困难进行了分析。在此基础上，从旱农技术、农技队伍、市场经济的规则、农产品加工和乡镇企业技术改造及建立适应市场经济运作的农村基层组织结构等方面提出了甘肃农村实现“两个转变”的具体建议和对策

Problems in Accomplishing the Two Changes in Rural Gansu Province

Based on the analysis of the main difficulties in accomplishing the change of the ways of economic growth and system in the rural areas of Gansu Province, and looking from such prospectives as the conditions of agricultural production, the irrigation works, the application and diffusion of cultivation techniques, the enterprises based on rural areas, the market law, and the degree of commercialization of agricultural products, the present authors put forward suggestions concerning such a vast range of topics as the arid agricultural techniques, ways of maintaining skilled farm work force, rules and regulations of market economy, problems in processing agricultural products, technological innovation in enterprises, and the establishment of political organizations which best fit the market economy
