“省直管县”府际关系条件下县域经济发展——以黑龙江省县域经济发展模式为例

县域社会经济的迅速发展带来传统地方府际关系的矛盾冲突。当前我国地方府际关系的主要形式——市管县体制在其积极作用全面释放之后已经不再适应社会经济的发展。在地方分权改革的大背景下，地方府际关系已经发生明显的变化，省管县体制成为未来地方府际关系的重要组成部分，并将直接影响地方社会经济的发展。黑龙江省是较早试行省管县体制的省份之一，现已经走出了一条突破传统的创新发展之路。

Economic Development of the County Directly Controlled by the Province:Taking the county economic development model in Heilongjiang as a case

The quick development of the county social-economy has touched off new contradictions between the traditional local governments.The current main administration model in China between the local governments,i.e.the county is directly under the city control,cannot follow the social-economic development pattern in our country after its active role has been brought into full play.Under the background of reform to divide the power in the local areas,the relationship between the local governments has undergone great changes.The new system of putting the county under the direct control of the province will be the main component of the relationship between the local governments,and will directly influence the development of the local social-economy.Heilongjiang is one of the provinces where the county is directly under the control by the province,and now they have found a new way for innovation and development by breaking through the traditional one for creation and development.
