人大常委会决定重大建设项目问题探讨

重大建设项目是重大事项的内容之一，应当由人大及常委会作出决定。实践中，由人大常委会决定的重大建设项目是非常少的。其原因在于人大常委会与政府之间的关系没理顺。人大常委会与政府对重大建设项目均有决定权。现从二者决定权的性质、行使的侧重点不同探讨人大常委会如何决定重大建设项目问题。

On the Issue of How the Standing Committee of the People's Congress Should Decide the Major Construction Projects

The major construction project is one of the important matters,which should be decided by the standing committee of the People’s Congress.In practice,as the function of the standing committee of the People’s Congress and the government is not cleared,the former seldom decides the major construction projects.In fact,both the standing committee of the People’s Congress and the government are eligible to decide the major construction projects.The present paper intends to discuss on how the two sides can decide the major construction projects from the difference in nature and term focus of their deciding powers.
