| 摘 要： | 当下中国的基本公共服务不仅存在着"供给不足"的问题,而且非均衡或非均等性突出.基本公共服务均等化程度难以在政府绩效评估价值、指标体系、评估结果运用中体现出来.政府绩效评估中公正公平价值缺失、通用指标体系的框架难以容纳基本公共服务的要求、单一治理结构等形成了均等化进程的障碍.消除基本公共服务均等化的政府绩效评估障碍应着力于:厘清基本公共服务的均等化绩效评估价值、建构以均等化为导向的绩效评估指标体系、促进以均等化为目标的评估主体的多元化.
