数字政府背景下的网络问政:热点议程、国内外比较与趋向判断

网络问政是新时代政民互动的一次新探索，是政府问计于民、问需于民、问政于民的新形式，为公民行使权利、参与政治生活提供了新渠道。文章运用知识图谱工具CiteSpace，对Web of Science数据库中的544篇论文和CNKI中的1 029篇关于网络问政研究的论文进行计量分析，梳理国内外网络问政研究的发文情况，通过关键词共现和聚类对比分析网络问政的研究热点和发展趋势。国内外网络问政研究均梳理了三大热点主题，其中主体和媒介研究是二者共同关注的热点，其演化阶段略有不同，但对未来网络问政研究前沿趋势的预测和判断是一致的。基于文献计量分析，为未来学界进一步研究提供参考；结合时事分析，从政府、公民和技术层面为推进网络问政发展、数字政府建设提供了可行性建议。

A Study on Network Politics in the Context of Digital Government: Hot Issues, Domestic and Foreign Comparisons and Trend Judgments

Network politics is a new exploration of the interaction between government and people in the new era. It is a new way for the government to ask questions, needs and suggestions from people. It is also a new channel for citizens to exercise their civil rights and participate in politics. Using the knowledge map tool CiteSpace, this paper analyzes 544 papers in the Web of Science database and 1 029 papers in CNKI on network politics research, and then sorts out the overall growth trend of network politics research at home and abroad. Through the analysis of keyword co-occurrence and clustering, this paper analyzes the hot issues and evolution trend of network politics. The results have shown that the research on network politics at home and abroad has combed three hot topics, among which the subject and media research are the hot spots of common concern. The stages of research evolution at home and abroad are slightly different, but the prediction and judgment of the evolution trend of network politic research in the future are consistent. Based on bibliometric analysis, this paper provides reference for the further research. Combined with current affairs analysis, it provides feasible suggestions for the development of network politics and the construction of digital government from the aspects of government, citizen and technology.
