| 摘 要： | 20世纪初的国民外交思想以人民主权思想为思想基础,也是此时中国国内外特定历史环境下的产物。国民外交的内涵有狭义和广义之分,狭义的国民外交是指国民为了维护国家主权和利益而进行的对外交事务的参与活动;广义的国民外交则还包括国家间的民间交往活动。国民外交思想有实践性很强的特点,具有特定的时代价值。 |

| Abstract: | People-to-people diplomatic thought at the first of 20th century, which based on the thinking of people's sovereignty, is an outcome under certain conditions at home and abroad. The connotation of people-to-people diplomacy contains the one of narrow sense and the other of broad sense. The former refers to national diplomatic participation in order to defend state sovereignty and safeguard state interests. The later refers to contact with people of other country besides the former. People-to-people diplomatic thought is characteristic of strong practicality, and plays a certain role of that time. |
