浅议农村人力资源开发目标的构建及现实难题

我国农村人力资源开发的目标就是要对农村人力资源进行合理配置，培养职业农民，限制农业劳动力规模，转移农村剩余劳动力。目前，我国农村人力资源开发存在的现实难题是农村教育体制不利于人力资源开发，政府对农村人力资源开发的职能严重弱化，农村人口生育质量亟待提高，农村人力资源开发成本和收益不成正比。
