解放战争时期中共制度建设的历史作用和现实价值

解放战争时期，中共确立了请示报告制度，实行了代表大会及代表会议制度，健全了党委制，规定了党委会工作方法等等。这一系列制度建设，对战争形势的转变、中共及其军队纪律的加强、中共党内民主的扩大并使中共最终取得战争的胜利起了重大的历史作用。在中共成为执政党后，这些制度建设在新时期完善党内民主集中制、坚持群众路线、提高干部素质等方面，仍有重要的现实价值。
