抓住西部开发机遇，提升河南区域竞争力

由于生产要素禀赋、经济发展水平、创新能力的不同,一个国家内部各地区之间的竞争力必然会表现出一定程度的差异。目前,河南省的竞争力排在东部发达省份之后,西部各省区之前。西部大开发战略的实施,又为河南的发展提供了新的机遇,但必须清醒地认识到,西部大开发给河南带来的不仅仅是机遇,还有挑战。随着经济发展战略重心的西移,河南将在投资环境、产业结构调整、人才市场等方面受到来自西部的强有力竞争,如不抢抓机遇,竞争优势将会削弱甚至消失,因此,必须采取切实措施,提升区域竞争力。结构调整是提高河南省区域竞争力的战略性措施,对内对外开放是推动河南经济发展的动力,更新观念是增强河南竞争力的主观条件,大力发展科技、教育是促进河南经济发展的关键。

Grasping the opportunities of west development and elavating the regional competitive capacity of Henan

Because of the differences in the natural endowment of factors of production,the level of econom ic development and the capability of innovation,the regional competitive capacity inside a country,to a certain degree,appears different.At present ,the competitive capacity of Henan ranks behind developed eastern provinces and before western provinces.The im-plementation of the strategy of west development pro vides new opportunities for the development of Henan,but we must con-sciously realize that west develop ment provides not only opportunities,but also challenges.As the strategic point of econ cmic development moves west,Henan will compete with the West in investment environment ,adjustment of industrial structure,labor market and so on.If we don't grasp the opportunities,the competitive advantage will weaken,even disappear.Therefore,we must take feasible measures to elevate the regional competitive capacity,structural adjustment is a strategic measure to promote the regional competitive capacity of Henan.Opening to the inside and outside is an impetus to push forward the e-conomic development of Henan.Renewing conception is a subjective condition to strengthen the competitive capacity of Henan.Greatly developing science and technology and education is the key to promoting the economic development of Henan.
