| 摘 要： | "依法治国"是我党"十五大"报告第一次提出来的治国方略.内涵即为健全的法律制度,法律的普遍遵守;依法治国是历史的选择,这是社会主义的市场经济、民主、精神文明建设的必然要求.因此,依法治国的关键是树立法律的最高权威.

| Abstract: | Ruling state by law is a general plan for administering to the 15th National longress of cpc.Its connotation is prefect land system,universally abiding the law and ruling state by law being the choice of history.It is the essential demand of socialist market economy;democracy and construction of spirtual civilization .So the key of ruling state by law is erecting the paramount authority of the law. |
