黑龙江省国有林业企业改革的利益手段选择

摘    要:国有林业企业改革攻坚战打了十多年,政企不分的问题依然没有解决,林权和产权的明晰仍未到位,适应市场经济发展的林业微观主体尚未真正建立,企业管理体制和经营机制总体上仍是传统模式,距离改革目标的实现还很遥远。围绕激励微观主体重塑并按市场机制和利益导向在改革模式框架内运行,国有林业企业改革应选准利益手段,并具体设计操作方案和传导机制,形成可操作性的利益参数。

Abstract:State-owned forestry enterprise reform has been more than a decade.The problem of nondisjunction between government and enterprises still has not been solved.Forest rights and property rights are not clear.Enterprise management system and operational mechanism are still the model of tradition.State-owned forestry enterprise reform should be a means of benefits,design operating programs and conduction mechanism, and forming the interests of operational parameters.
