| Abstract: | Through analysis of positive and negative consequences from expanded postgraduate enrollment in local educational institutions,this paper proposes that expanded graduate enrollment in local institutions must meet the historical needs of social progression,and grasp the objective laws.Moreover,it argues that the state and departments responsible need to readjust the enrollment plans dynamically according to the enrollment capacity for each enrollment unit when the enrollment plans are made. |
