公共行政的范式转换与价值嬗变

传统的威尔逊—韦伯范式随着工业社会向后工业社会或信息社会的转变遇到了前所未有的困境和危机,从而引发了重塑公共行政的运动。治理主义民主行政范式在吸收政治民主和社会自治思想的基础上重新构建了公共行政的基本框架,是对传统范式的改进和补充。在公共行政范式转换的过程中,隐含在公共行政传统范式中的价值取向也在发生相应的消解与嬗变,从善政逐渐转向善治。

The Normal Chang of the Public Administration and Value Change

With the industrial society turns to the post-industrial society or information society, the traditional Wilson-Weber model meets hitherto unknown difficult condition crisis, thereby leads to the movement of remolding public administration. On the foundation of absorbing politic democracy and social self-administration thought, the governing theory democracy administration model re-builds the fundamental frame of public administration, which is the improvement and supplement to the traditional model. In the transforming course of the public administration model, the value orientation hiding in the traditional model of public administration still changes correspondingly, thus gradually turns from good politics to good management.
