论政府行政审批制度改革

我国推行的行政审批制度存在着先天不足,一是历史的人治理念的惯性影响,二是现实的法制建设不完善。改革行政审批制度的基本思路和工作方向,应集中在六个方面:1.依法规范行政审批的范围;2.公开透明行政审批程序;3.切实加大政府职能转移与完善中介组织;4.严格履行行政审批原则;5.创建有效的行政审批新机制;6.着力提高公务员队伍素质。

On the Reform of Examination and Approval System of Governmental Administration

In China,the current examination and approval system of governmental administration has congenital deficiency.On one hand,it is influenced by the inertia of the historical thought of rule by men;on the other hand,it is the imperfection of realistic legal construction.The author thinks that the basic train of thought and work orientation of reforming examination and approval system of governmental administration should concentrate on the following six aspects:(1)standardizing the range of the examination and approval system of governmental administration;(2)making the procedure of administrative examination and approval public and transparent;(3)feasibly strengthening the transfer of governmental function and improving the intermediary organization;(4)strictly performing the principles of the examination and approval system of governmental administration;(5)establishing the new mechanisms of the examination and approval system of governmental administration;(6)energetically promoting the quality of civil servant ranks.
