论国家治理转型与社会工作的发展

国家治理模式是影响社会工作发展的一个重要变量。从总体性社会的全能主义国家到市场化改革后的发展型国家再到超越发展型国家以及在此背景下的中央与地方关系的演变是一个持续的过程。国家的治理转型给社会工作的发展带来了机会与空间,而社会工作发展遭遇的困境也给我们指示了国家治理转型的方向。在当前国家治理转型的过程中,中国社会工作应该充分挖掘本土社会工作资源,同时学习西方社会工作的方法和理念以及选择发展性社会工作及其他契合国家与社会关注的领域作为优先发展方向。在这个过程中,顺势发展的社会工作反过来助推国家的治理转型。

Transformation of National Harnessing and Development of Social Work

The national harnessing model is an important variable affecting social work development. It is a continuous process from the overall all -powerful country to the developing country through market reform to the development -transcending country and the evolved relation- ship between the Central Government and local government. The transformation of national harnessing provides opportunities and space for social work development, which nevertheless faces dilemmas pointing out the direction of national harnessing transformation. It is argued that in contemporary national harnessing transformation local social work resources should be fully utilized, and that western experiences in this regard should be learned in order to highlight the major fields and priorities for social work development. In this way favorable social work development can promote national harnessing transformation as a return.
