对农村土地承包经营制度的若干思考

现有土地承包关系长久不变应当指当前土地承包所形成的权利义务关系长久不变。推进土地承包经营权流转,应当严格政策法律界限、严格试点管理、加强执法监管、强化流转服务。农村土地承包纠纷仲裁,既不同于普通民商事仲裁,又不同于行政裁决,是有中国特色的纠纷解决机制。在发展现代农业的新形势下,要努力增强农村集体经济组织实力和服务功能。
