散居少数民族概念解析

“散居少数民族”是我国民族学和人类学上的一个概念，既可以从民族的概念范畴去定义，也可以从族群的概念范畴去定义。然而，由于我国民族问题与政治法律的一体性，基于现有的政治设计和制度安排去解析散居少数民族更具有合理性。因此，散居少数民族具有民族、族群和政策制度3个方面的特征，据此可以将散居少数民族定义为我国少数民族人口中选择以散居方式生产生活、不实行民族区域自治的族群，它既包括那些居住在民族区域自治地方以外的族群，也包括居住在民族自治地方内但未实行民族区域自治的族群。

The Interpretation of the Concept of Scattered Ethnic Minority

Scattered ethnic minority： is a concept of ethnology as well as anthropology. It can be defined from the concept category of nationalities as well as national groups. Owing to the integration of ethical issue and political law of China, the interpretation of scattered ethnic minority based on the existing political design and arrangement is more rational. Therefore, scattered ethnic minority has the feature of nationalities, national groups, policies and social systems. So the scattered ethnic minority of China can be defined as the national groups choosing to live in scattered way without practicing national regional autonomy. It not only includes the national groups living outside national regional autonomous area, but also includes those living inside the regional autonomous area without implemeting the policy of national regional autonomy.
