| 摘 要： | 为规范申诉处理行为，保障大学生的申诉权利，我国教育部及各高校相继出台了申诉处理的《规定》。但这些《规定》只对基本问题作了原则性规范，在保障申诉学生权利方面存在诸多不足与遗漏。本文在分析我国实践做法的基础上，有针对性地提出了具体的完善措施。
