The innovation of higher educational policy has become a "black box "in China because of lack of thorough research,and the advocacy coalition framework provides an implement for us to open up this "black box ". In fact,the change and innovation of higher education policy is a process in which every one involved dispute.They all use their resources and tactics to affect policy,to benefit themselves or to attack the opponents.They target at the outside events which can bring profits that the original policies can't.But,this complicated gaming process is restricted by our core belief system.To keep the openness and response features of higher education system is beneficial to the innovative speed of policy and reduction of the cost of innovation.
