公共行政学的新范式--混沌理论--兼评基尔的<政府管理中的无序和复杂性>

正如自然科学长期受到牛顿力学的影响一样 ,公共行政学研究长期以来也局限于牛顿力学的狭隘范围 ,用线性理论模型来理解公共行政 ,过分强调行政组织的秩序和确定性 ,而忽视了对组织不确定性、不稳定性和其它复杂性的研究。而作为科学发展新成果的混沌理论 ,则着重研究运动过程的非线性动态机制 ,不仅开阔了自然科学研究的视野 ,而且也为深入地研究行政组织的不可预测性和复杂性提供了新的理论手段和理论范式。

New Paradigm of Public Administration: Chaos Theory--Overview of Kiel's Managing Chaos and Complexity in Government

Just as natural science is impacted deeply by Newtonian dynamic, the research of public administration is also limited in it and tends to understand public administration with linear theory which emphasizes order and certainty of bureaucracy too much, while its uncertainty, instability and other complexity are ignored. As a new achievement of science, Chaos is majoring in nonlinear dynamic systems of bureaucracy, which can not only widen our knowledge of natural science, but also can offer new method and paradigm to study unpredictability and complexity of administration organization.
