从中美运输规划的发展看运输规划的层次性

基于对美国运输规划实践活动的分析研究，本文提出运输政策指导下的四层次运输规划体系框架，即明确发展方向的战略规划、确定空间结构的布局规划、分清主次有序推进的发展规划和侧重工程和财务可行性分析的建设规划。建立该框架的意义在于发现运输规划系统中存在的不足和需要完善的领域；同时在规划实践中能够找准层次定位，发挥规划应有的作用。

Discussion on Hiberarchy of Transportation Plan for Development of Transportation Plan in China and America

Combining the achievements in the study of transportation plans in America,this article puts forward a four-level framework of transportation plan system,which is under the guidance of transportation policy.The four-level framework of transportation plan system consists of strategic plan that fixes on the direction of development,layout plan that makes certain the space structure,development plan that insures a healthy and orderly progress and construction plan that emphasizes the technical and financial feasible analysis.The meaning of establishing the four-level framework is to find the deficiency in existing transportation plan system and try to supply the gap.In practice,any transportation plan can be located in the four-level framework and the scale of this plan can be demarcated according to the demand of corresponding planning level,which assures the desired effect of the plan.
