公共品需求曲线"虚假"性的理论阐释

运用税收自愿论、功利主义伦理学和心理契约理论分析"搭便车"造成的虚假的需求曲线问题。指出经济学和公共财政学,一个研究市场中的私人行为,主要关乎私人决策,一个是政治程序中的公共选择,属于公共决策,人的行为和动机应有一定区分。与经济学的经济人假设有所不同,公共财政学的初始假设不应是单纯的经济人,而应该是与政府有着成熟稳定的心理契约,有一定社会责任感,且拥有较多理性成分的理性人。只有这样,才能有效地消除搭便车行为及其所引发的需求曲线的虚假性质,并彻底解决公共财政学理论基础的不稳定问题。

A study on the problem of "Illusive" demand curve

Using revenue voluntary theories,utilitarianism and psychological contract theories,the problem of illusive Demand Curve resulted from free riding was analyzed.It is indicated that what Economics investigates is personal behavior in market related with personal decision-making;however,what Public Finance investigates is public choice in political process,which belongs to public decision-making.There should be some difference between human behavior and motivation.differing from the economic man hypothesis of Economics;the essential hypothesis of Public Finance should be rational man in steady psychological contract with government other than simple economic man.They are more rational and have more sense of social responsibility.Only in this way,can the free riding and the illusive demand curve resulted from it be avoided effectively,and the problem of Public Finance's unsteady basis can get a thorough solution.
