评1931年江淮水灾救济中的美麦借款

1931年七八月间，长江、淮河流域发生特大水灾，南京国民政府为了解决灾民口粮及实施工赈和农赈，向美国贷购小麦45万短吨。这批美麦运华以后成为救灾的主要资金来源和物资支持，在急赈、工赈和农赈中发挥了极其重要的作用。但是，这批美麦价格高、利息重、运费贵，加重了国民政府的债务负担，而且大量进口美麦，又导致中国粮价下跌，对中国农村经济的恢复也产生了不良的影响。
